Not necessarily. To be a futa, the character only has to appear female and have a penis. I see where you're coming from, though. If there is no context to the image, then there is **no discernible difference** between a futa with dick and balls but no vagina and a male who looks female (you can argue boobs, but men can have them too, the male could be on hormone therapy, females can be flatter than some guys, you get the point). If you aren't explicitly told, it's up to you how you interpret it. For me personally, I'm attracted to the female body shape but the male genitalia, and that's why I love futa. As such, the existence or non-existence of a vagina on a futa character is mostly inconsequential to me, aside from limiting how many dicks can be inside them. In other words, the vagina isn't what I'm here for. I would go elsewhere if it was. Hope this helps.
