It might be presumptuous, but I'm guessing you're looking to do something in the style of Lichtenstein; an artist known for his comic book style work with lots of solid colours and an exaggerated half-tone dot effect used for shading (often used on skin areas).
Examples of Lichtenstein's work are all over the net AND there are multiple Photoshop tutorials which can be followed to get something similar.
As for the edge, Masks/Refine would let you smooth that out but if you're actually going for the effect I believe, then you would probably want to use paths/Bezier curves.
