Bulbasaur. It's easily the most useful starter in the early game. It can kick the shit out of both Brock and Misty, and Lt. Surge's electric attacks are not very effective against grass types. Bulbasaur effectively gives you a free pass on the first two gyms, and a decent advantage on the third gym. It may be thought of as the boring starter choice, but it's easily the smartest choice.
