Looks like some sort of Zoids themed armor that she's half in.

Unfortunately [this](https://www.pixiv.net/member_illust.php?mode=medium&illust_id=858885) is the link to the image but the work has been deleted :\ See, this is the problem with old pics like this. They are so awesome and you want more but either the artist is nowhere to be found or just doesn't do stuff like this anymore...
