Alright so the origin of that bird is really crazy. So this is (futa) fan art of a character from "Kantai Collection", which is a game with a whole bunch of spinoff stuff (like manga and other games). It's apparently really popular in Japan. The game itself is about anthropomorphized WWII Navel ships of all things. Anyway, some thing in the game (like crafting) have a chance to fail. If it happens, you get a message with a picture of a crying penguin plushy in a box. The "failure penguin" has become a bit of an icon and players love him so much that he gets included in fan art.
