That's a gas mask on her hip, she's probably taking part in an exercise. Her hair is down because to wear the mask you can't have the hair up. Probably at some overseas base.

Usaf enlisted rank insignia is on the sleeves. USAF officer insignia is on the lapel. USAF ots you remove the enlisted insignia before day 0, and have no insignia until cadet insignia is issued, usually about day 6 or so. High possibility of usaf ots cadet. Edit: or some kind of usaf cadet, not sure how usafa and rotc works.
