All are wonderful in their own way. 1 means they know their boobs well enough to get a tailored shirt. 2 means they can't quite get a tailored shirt, but they care enough to get one big enough. 3 means they haven't. Maybe they can't, maybe they don't care enough. Maybe they're still growing and haven't had the chance.
