My head-canon is that these aren't actually mermaids, but are instead some mermaid-like demons that mooch off people's desire to fuck legit mermaids to propagate their species. That sort of thing already exists in the animal kingdom (mating switcharoos), so it wouldn't surprise me to see some kind of demon copying the tactic. For an example of what they might actually be, I think they could be a type of Selkie. They can become "human" on land, which could explain the whole "suddenly your legs are human" part of this manga.
