Doesn't matter if they actually are or not, they're both gorgeous.
The hair gives it away. Military usually have their hair up and extremely neat (bun and all wisps gelled flat).
Blank (I'm guessing unit) patches on the arms, hair down, lack of uniformity on whether or not to tuck the pants...I'm guessing not soldiers. Good thing too otherwise I'd be the first to defect to Poland.
