I would challenge you to provide a good source for this. You've referenced some nebulous quality of better fat/oil and poorer fat/oil, but that could mean almost anything. Given today's popular fads, I'm assuming you're referencing the amount of omega-3 fatty acids. If that's the case, there are two problems: first, the amount of omega-3 depends on the species and diet of the fish, not the temperature of the water; secondly, omega-3 fatty acids are not nearly as useful as we once thought. They're just partially hydrogenated fatty acids for most intents and purposes.
