There can be so many reasons: Ignorance of proper nutrition Not wanting to "deprive" the child of food Not having the ability to say "no" Some parents equate food with love
And why is she in a stroller? She's obviously old enough to walk.
Because her mother is too much of a ham planet to get up and fix her healthy food.

It can be hard to deny your child what seems like a simple childhood pleasure, esp. if you have a lot of issues wrapped up into food yourself (which if the heavy lady in the photo is the mom then there's likely to be issues with food).
